About This Role

As the Federal Development Operations Leader at NORESCO, you will provide operational support of project development and post-award and post-acceptance activities, and lead operational improvements for the Federal Development group which has cross-functional interaction with all groups within NORESCO – Sales, Analysis, Design, Construction, O&M and M&V.

Key Responsibilities
The following are the areas of responsibility for this position.

  • Manage ongoing federal agency-related relationships, issues and deliverables relating to NORESCO’s post-award project portfolio for the agency, in support of the Vice President for Project Development.
  • Respond to and manage issues and deliverables for specific federal projects in the post-award and performance phases including modification proposals, annual verification reports, CPARs, and other issues as applicable.
  • Handle specific federal project-related contractual issues as they arise, relating to NORESCO’s project portfolio primarily in the post-award phases.
  • Lead the Federal Development team to improve processes, increase capabilities and drive innovation to support business growth and new offerings and solutions
  • Lead peer-level change management activities to improve interaction and processes with other functions throughout project lifecycle
  • Represent Federal Development team at senior management meetings
  • Cultivate new, and maintain existing, customer relationships to identify and drive new opportunities in coordination with sales organization
  • Develop and maintain standard methods and procedures (M&Ps) for project development activities
  • Review development budgets, schedules and approach to ensure customer centric project development striking a balance between development costs, timeline and risk mitigation
  • Update and maintain standardized development tools for enhanced consistency and accuracy of risk assessment across projects, and to streamline peer and management reviews
  • Develop and train existing team members and new hires
  • Support Development leadership in mentoring and coaching team members for success and career growth
  • Active participant in review and vetting processes for new technologies and solutions
  • Support sales efforts in prospecting and RFP/RFQ responses
  • Support development leadership through Implementation and Performance phases to manage contract compliance and customer satisfaction.
  • Review annual M&V reports to ensure contract compliance
  • Travel up to 30%

Required Qualifications

  • Bachelor’s degree required
  • 8+ years experience in energy engineering and/or engineering project management
  • 8+ years experience with Federal ESPC and/or UESC contracts
  • 3+ years leading Operations and/or Operational improvements

Preferred Qualifications

  • MBA, PE, or CEM are not required but are considered a plus
  • General engineering knowledge of HVAC, lighting & lighting controls, DDC / pneumatic controls, and building envelope. Experience with Resiliency measures, including onsite generation (PV, CHP, etc.), battery storage, microgrid, a distinct plus.
  • Skilled with Microsoft Excel, Microsoft Word, Microsoft Project and PowerPoint
    Strong technical writing skills
  • Sales aptitude and keen business acumen. Strong communication, project management, and team leadership skills
