Senior Analyst, Research Security

In this role, you will help safeguard semiconductor research initiatives from potential risks and ensure compliance with federal regulations. 

Every day you will collaborate with government agencies, industry partners, and academic institutions to utilize research security measures to protect Natcast's groundbreaking initiatives. 

Success in this role requires a unique combination of technical knowledge, analytical skills, and the ability to navigate complex stakeholder relationships with integrity and pragmatism. 

Natcast is a trailblazing non-profit entity established under the CHIPS Act to operate the National Semiconductor Technology Center (NSTC) consortium. As a key component of the CHIPS and Science Act, Natcast is poised to drive innovation, set standards, and re-establish U.S. leadership in semiconductor design and manufacturing. By convening the brightest minds from government, industry, and academia, Natcast is addressing the most pressing challenges in the domestic semiconductor ecosystem head-on. 

The Senior Analyst will incorporate research and academic industry best practices to help secure Natcast-sponsored research. By utilizing cutting-edge policies, procedures, and training programs aligned with federal regulations like NSPM-33 and NIST IR 8484, you will ensure that Natcast's research activities are secure and globally competitive. Your expertise will be instrumental in assessing risks and collaborating with stakeholders to implement best practices across the semiconductor research landscape. 

Responsibilities:

  • Utilize open source and classified information to assess security risks and review research plans from Natcast-funded applicants/recipients via NIST IR 8484

  • Conduct risk assessments for “covered individuals” participating in Natcast projects, including review of current/pending support for potential conflicts of interest and/or commitment as well as affiliations with malign foreign talent programs

  • Ensure compliance of existing and new Research Security processes and procedures for Natcast which include the areas of export controls, foreign influence, international collaborations and international travel, and cyber and information security

  • Stay updated on evolving threats, regulations, and best practices related to research security and technology protection

  • Liaise with relevant government agencies and stakeholders on research security matters affecting Natcast’s initiatives

  • Review and analyze research proposals for foreign research collaborations, data sharing, and publication requests

  • Develop and deliver research security training to Natcast staff, funding recipients, researchers, and other stakeholders

  • Assists with the development and maintenance of the Natcast Research Security website, newsletters, and training materials with a primary focus on Research Security subject matter content

Required Skills and Experience:

  • Bachelor's degree in a relevant field of study 

  • In-depth understanding of relevant federal regulations (e.g. NSPM-33, NIST IR 8484) and best practices pertaining to research security 

  • Able to obtain and maintain at least a Top Secret Security Clearance

  • Considerable working knowledge of principles, practices, and techniques in the area of Export Control, including but not limited to ITAR, EAR and OFAC regulations, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  • Excellent analytical, critical thinking, and risk assessment skills 

  • Strong communication and training abilities 

  • Ability to manage multiple priorities and stakeholders 

Preferred Skills, Experience and Qualifications:

  • Active TS/SCI security clearance 

  • Intelligence Community Advanced Analyst Program (ICAAP) Certification

  • OSINT analysis course completion (OSINT 301/302/303)

  • All-Source Intelligence analysis course completion

  • Deep understanding of semiconductor technology 

  • Significant experience applying cybersecurity best practices to leading-edge research environments 

  • Advanced Degree in a relevant field
