Our work depends on an AWS Architect joining our team 100% remotely to support the Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and Insurance Oversight (CCIIO) activities on the Marketplace Assister Technical Support (MATS) Logical Follow-on (LFO) program. This program and related projects support the Health Insurance Marketplace programs and customer service efforts related to back-office functions of the Affordable Care Act (ACA). Work visa sponsorship will not be provided for this role.
You will be trusted to lead the design, implementation, and management of AWS infrastructure. The ideal candidate will have extensive experience in cloud architecture, cloud services, and the ability to perform hands-on technical projects to deliver robust cloud solutions. This role will involve developing and executing the strategy for cloud adoption and ensuring the scalability, reliability, and security of our cloud environments. You will need to identify strategies for addressing requirements related to data management and you must have significant, in-depth, understanding of and experience with the creation of and use of cloud-based resources. You will analyze, document, and communicate system and businesses processes and ensure adherence to CMS FedRamp standards. This position is 100% remote with work schedules based on Eastern Standard Time (EST). In this role, a typical day will include:
- Designing, architecting, deploying, maintaining and improving cloud solutions and AWS infrastructure, implementing best practices for cloud security, including identity and access management, data protection, and compliance with industry regulations.
- Providing expert knowledge for the research, evaluation, and deployment of advanced cloud computing systems and large data analytics.
- Providing expert knowledge for data integration and migration efforts, including mapping schemas and defining domain specific ontologies.
- Providing expert knowledge for the development of highly complex data technologies, algorithms, and applications.
- Analyzing customer requirements and providing highly innovative technical expertise on cloud cluster computing techniques, technologies, and related cloud architectures.
- Maintaining current and advanced knowledge of progressive and advancing technology as assigned.
- Providing expert guidance and leadership to less-experienced cloud development personnel.
- Consulting with executives, customers, and other stakeholders to deliver complex cloud development solutions.
- Recognized as a subject matter expert in cloud technology.
- May serve as a task or project leader and/or people manager.
REQUIRED QUALIFICATIONS
- Must have MS/MBA with 6+ years or BA/BS with 8+ years of relevant experience, including 4-5 years supervisory and project management experience.
- 15+ years of progressive hands-on software development experience.
- 8+ years of AWS cloud engineering and architecture experince, with a proven track record of designing and implementing cloud solutions.
- Previous experience building or maintaining full-stack applications and/or infrastructure.
- Experience with Infrastructure as Code (IaC) tools such as BICEP, Terraform, Ansible, or CloudFormation.
- Experience with containerization and orchestration tools like ACS, Docker and Kubernetes.
- Experince with cloud-based data platforms used for data storage, processing, analysis, and availability, including Amazon S3, and Amazon Redshift, Snowflake, and/or DataBricks.
- Experince with APIs and Web Services, such as SOAP and REST APIs
- Experience reading and writing and writing files in multiple formats including CSV, XML, and JSON
- Experience working in an Agile/Scrum environment.
- Extensive experience with scripting and programming such as Python and JavaScript.
- Contract requires candidate must have lived in the United States at least three (3) out of the last five (5) years.
- Candidate must be able to obtain Public Trust clearance.

- This full-time position is 100% remote with work schedules planned from 9AM-5PM Eastern Standard Time (EST).
- Candidate may need to work off-hours for deployment support, but this will be pre-arranged.

PREFERRED QUALIFICATIONS
- Active AWS Certified Solutions Architect Professional and/or other AWS certification
- Experience with AWS Migrations within programs at CMS.
- Knowledge of government security architecture and/or secure coding practices.
- Drives client objectives and goals to completion by leveraging strong collaborations across internal and external stakeholders.
- Experince providing Proof of Concept trails of new development for evaluation.
- Passion for quality and solving problems in complex computing environments.
- Ability to understand and document customer business requirements.
- Ability to engage and lead discussions and meetings, understanding of team dynamics and working well within a team structure.
- Mastery of organizational and project management skills, including the ability to plan, prioritize, and execute multiple initiatives/deadlines autonomously and shift priorities as necessary. Ability to manage large, complex projects and use time effectively.

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
